A decision is ready when its cost can be spoken plainly.
Risoi does not score choices with a universal matrix. The criteria are humbler: can the people affected describe the trade, can the plan survive a changed condition, and can the next action be taken without pretending the unresolved parts are solved?
No plan is mature until its real expense is named without decoration.
An exit is not doubt. It is respect for weather, learning, and human limits.
A choice without an owner becomes a mood. Ownership makes the next repair possible.
If the reason sounds brittle when spoken aloud, the plan needs another pass.
These criteria are designed for rooms where people are already carrying complexity. They slow the rush toward a clean answer long enough to protect what the clean answer tends to erase: maintenance, consent, timing, capacity, and the awkward but necessary truth that a smaller move may be the wiser one today.
